Attacking and defending class problem

I have a pidgeot with Hurricane and steel wing, rated in the B-class defending, C-class when attacking. It is weak against electric, why is it rated in the "B-class"? And C-class for attacking, seriously? Does this make any sense? They should be switched.

the ranks A-D are for the movesets of that pokemon. they have nothing to do with defending tier.

The ratings are just how well the movesets are, not how strong the pokemon is. Assuming you have already chosen to use a certain pokemon, the moveset ratings help you decide which movesets are better.

Wing Attack is stronger on offense than Steel Wing, but vise versa for defense. Where as Hurricane is the only charge move worth using on offense because the other two both have lower DPS than both Wing Attack and Steel Wing by themselves, but Steel Wing+Aerial Ace edges out the next two Steel Wing movesets on defense.

Steel and flying are all weak to electric-type Pokémon.

Yes, Pidgeot is not a good defender. Moveset ratings are relative to the pokémon, however.
