Moves change
I am curious about possibility of moves change with next big gym update. I have 2 questions:
1. Is there any strong pokemon which have crap move(s) now, but he/she could learn more powerfull in future? like Dragonite´s Outrage
2. I have iv 100 Cleffairy, should I evolve her or just wait for possible moves change? (I also have 1 Clefable with Pound/Moonblast)

I'm doing this too (although 98%). Unfortunately, there are very few damage dealing fairy type moves in the main series. Beyond the ones we already have in PoGo, which are all charge moves and I do not believe they would ever change a move from charge to quick, there are three.
1) Fleur Cannon - high damage, low PP (so very likely to be a charge move) from Gen 7
2) Light of Ruin - high damage, low PP (so very likely to be a charge move) from Gen 6
3) Fairy Wind - low power/damage (actually tied for lowest in series at 40) with high PP from Gen 6
As you can see, there is really only one option for a move they would add as a fairy quick move. But I am hopeful they do.

Unfortunately Fairy Wind is not learned by very many fairy pokemon.

The best candidate would have been Dazzling Gleam because it is TM so can be learned by so many pokemon, but that is also a good reason to make it a strong viable charge move.

Unfortunately, not a lot of pokemon actually learn Rock Throw. They decided to only give pokemon moves they can learn in main series, which is a fine design restriction, but then they chose which moves to make into quick moves pretty poorly to follow that restriction.
They also appear to be strictly following Gen6 learnsets, which I think needs to be softened to allow for a new water quick move.

Smack Down (rock, TM in Gen5, 6, and 7) and Whirlpool (water, HM in Gen2 and 4) would both be good moves to make into new 1s~1.5s quickmoves.

Oh, and Blastoise can learn Bubble. They should definitely replace Bite with Bubble.
