Typically Normal types are the best since their only weakness is fighting types, which are extremely uncommon (only one I know of is Poliwag/wrath).
Your Vaporeon is also really good but it's rated below Snorlax since it's water type and their are many strong grass/electric counters.

Personally, I have the most trouble against Snorlax and none of his moves are necessarily bad.

I would go with Snorlax, then Vaporeon.

This is correct, typing is important. That said, some times the charge moves with the best dps arn't the best for defending. Solar beam and Hyper beam both announce the move is being used and then wait a few second before it's actually cast, so it's really easy to dodge.

I personally think the 2 or 3 bar charge moves are best for defending.

I say it would come down to the gym and what it has in it. A single pokemon isn't going to do much. I watch the gyms around my area and see what people have. In general there is an Eevee infestation, which I wish they would do something about in the game. Not only are Eevees a 10K egg, but they are all over, so everyone has a high level Vaporeon, I call her Cliche.

Because of this, I have a team build specifically around taking down Vaporeons. I have 2 1300 Jolteons, a Vileplume with SB, and a 100% 1062 Tangela with vine whip and SB. Then for fun I have a Poliwrath with mud shot and submission. He comes in handy because he hurts vaporeons and but he is resistant to them. His submission is also a fighting move...What I'm saying is I tank Vaporeons. My Tangela tanks 1900 Vaporeons UNLESS he gets hit with a hydro pump.

If your Vaporeon has hydro pump, use it, but I would use Snorlax, if for nothing else, to drain their potion supply.
