Answers

If you're getting Bulbasuars from a nest, their IVs will almost always be appalling (less than 60%). Only randomly spawned Pokemon can have perfect IVs.

Their is a bug that makes Pokemon harder to catch (they dogde more often or escape more often). Should be fixed soon hopefully.

As he said ^

Nests are great for collecting candy to evolve, but for getting good IV's either hunt them in areas they don't usually spawn or hatch loads of the eggs they come from.

Even the Bulbasaurs I've gotten from eggs have been at best meh. Plenty of 14-15/15 stamina bulbs but the att/def estimate usually comes in between 14-18/30. I've wasted candy to be sure of the levels for the estimate, before someone brings that up.

Egg IVs are still randomized so you won't always get "amazing" IVs. Though they generally tend to be greater than 70%.

Just pick one and run with it. IV aren't everything and play less of a role in GO than in other games. At this point I would take ANYTHING in that evolution chain. Just go with the hand you are dealt. My main grass pokemon is a 100% Tangela with vine whip and solar beam.

Are 100% IVs easy to get? I have caught thousands of pokemon and have one 100% Meowth i got when i first started.
