I used an Eggy with that moveset as an anti-Vap for a long time before I got another high IV one with Solar Beam, and I think it works just fine. Seed bomb is not as efficient as Solar Beam, since you have to launch it 3 times for about the same damage, but if that's your only grass type, it still works well. Depending on how much dust you have, you can always power this one up (maybe not to the max) until you find one with Solar Beam, and then use this one as a defender later on.
How good is Exeggutor with Confusion/Seed Bomb?
Exeggcute is very rare in my place. After months of playing, I finally collected 50+ coins and got my first Exeggutor. It is level 27 with 15/12/15 for Att/Def/HP (CP 2260). However its moveset is Confusion/Seed Bomb which is rated A among defending movesets but is ranked below Confusion/Psychic and Confusion/Solar Beam. So my question is how good is Seed Bomb compared with Psychic and Solar Beam for a defender? Should I save candies to evolve another Exeggutor, or spend candies maxing it out?

If I attack an Exeggutor (usually with Arcanine) I am more scared of Seed Bomb than of Solar Beam since it is more difficult to dodge and also quite annoying. I would rate it as the second best Def moveset and therefore worth powering it up, especially with this great IV.
As you mentioned, as an attacker it is not the greatest
I fight a lot of these and Id say Psychic barely edges out seedbomb. IMO the reason why Psychic is slightly better is because it hits Arcanine harder but from a dodge and fight perspective they are both equally very annoying. Gyms with huge Eggs with alternating Seed and Psy are the some of the most annoying gyms to take down. If i had that Id power it up and I have a lot of good mons. Solar beam on the other hand is a horrible defensive move.

My area is packed with them, I've used/fought/trained against a ton of them. High level exeggutors with C/psy are worth grinding for, they hit very hard. Since they are rare for you it may not be worth the risk though.
On the other hand you may end up with a Zen/sb while grinding which is pretty damn good for snorlaxes(resists headbutt from snorlax and has high att to counter hp) and Vapes. Those solar beams are like nukes.
Psychic is pretty superior to seed bomb on defense IMO. Its pretty much unresisted, and really hits hard. Ive fought against seed bomb and psychic, and I was very disappointed in how underwhelming seed bomb was, especially attacking with Arcanine. And solar beam really is a garbage defense move. however, any exeggutor will do well in a gym. If exeggcutes are rare, consider sticking with that one.
Power it up and put it in a gym.
The important dividing line is Confusion vs Zen Headbutt. Exeggutor with confusion is a strong defender.
Seed Bomb is the second best charge move, partly because it can be used after every three to two Confusion attacks. Only downside is attacker will probably be using Arcanine which resists grass, but STAB and resistance offset each other.
Solar Beam is the worst charge move for Exeggutor for defense because of the long wind up allowing a dodge. However, even ignoring the players that don't dodge, I am sure there are a lot of players (like me) that don't attack and dodge with perfect efficiency.
I see the normal quick move animation stop, signalling a charge move is coming, so I stop and get ready to dodge, then wait and wait... and oh no it is Solar Beam, I should still have been attacking, argh, do I attack again, uh wait ... Flash! Dodge.
From a larger perspective, there are usually multiple Exeggutors in big gyms. Rather than each one having the single best moveset, I think it is better if they vary a little. Confusion+Solar Beam has a lot different dodge pattern from Confusion+Psychic or Confusion+Seed Bomb. Mixing them up gives the attacker one extra thing to remember as they are fighting through the gym multiple times.
