Max Level Wild Encounter

I'm just curious about wild encounter level caps. Some sources says that they go up till trainer level 30 (level 31.5 mons, therefore) and other in other sources is Pokémon level 30 (meaning that a level 29 player reached the wild encounter level cap).
So, which one is correct?

Level 30 pokemon. IIRC

The highest level mon you can catch in the wold is lvl30.

Neither.

The highest level for a wild encounter is level 30, definitely not level 31.5. But player cannot encounter a level 30 until himself/herself is level 30.

The max Pokémon level = trainer level +1.5 is only applicable when you upgrade/power up a mon; not for wild encounters.
