The actual pokemon is more important than IVs, because IVs simply add to base stats, but don't make a large enough percentage of the total stat compared to the base for a bad pokemon with good IVs to exceed a good pokemon with bad IVs.
Like for example a 100% Dewgong is still going to be worse than a 0% Lapras with the same moveset, because 15 extra attack and stamina still doesn't exceed Laprases base stats, and the 17 extra defence stat doesn't make up for the difference in 65 stamina which is about 45 HP around levels 20-30.
