Event/Blissey(powerup)/Chansey(evolve)?

So I evolved my first Blissey last week (15/14/10 - 86.7%), and it is level 20. Just hatched a level 20 Chansey (14/15/13 - 93.3%) with 25 candies. Should i use those candies, and this event to powerup the Blissey, of evolve the Chansey? I don't think I'll have the opportunity to use this event to it's full potential, pretty busy, so the candy i get will probably be one or the other, with some to spare.

Then i guess it's better to have one Blissey at lv 30 that you can put to gyms than 2 blisseys at lv 20 that you cannot put in gyms

I'm also a bit confused about %. It says when i evolve my level 20 chansey (93.3%), to blissey, it will be 1823cp. But my level 20 blissey (86.7%) is 1826cp. Is it not the percentage, but which stat is higher, that makes the CP better?

It's the way that CP is calculated. Blissey's massive base stamina stat and comparatively weaker base attack stat results in the attack IV having a much bigger impact on CP than the other two stats. In short, your Blissey with perfect attack IVs will likely have a higher CP than another Blissey with lower attack IVs but perfect Defense/HP. More concretely, every attack IV will contribute like 70 CP, but every defense or HP IV will be only half that or less (Math is not accurate, but it illustrates the point)

Exactly, attack stat weights more in the formula to calculate CP. Which doesn't mean that it's better. Your % indicates which one has better stats overall, so the 93% is better even if the CP looks worse

I'll respectfully disagree with this. Adding 15 to attack is proportionally better than adding 15 to stamina. So even though a 15/0/0 (a/d/s) has the same IVs as a 0/0/15, the IVs make a bigger proportional improvement in the first case.

If i were you i will walk that chansey day and night.
First power up the one you have to the max or until you can place it in a gym in a reasonable position.
Then save have some candies for when she come back home and start working in the new one.
