Neither are in game. Supposedly they will be regionals though.

It is expexted that they will come as seasonals...as part of specific events.
The reason given for them not being in the game yet, is that they were having trouble making their moves fit in with the current gym system.

They both have gimmic-y moves, like ditto's transform. Smeargle, in the main series, only gets access to a move (but gets multiple of that move) called sketch where it PERMANENTLY copies over the last move used by an opponent. For example, if eevee used tail whip, and then smeargle used sketch the turn after, one of its four moves would permanently become tail whip

I'm less familiar with delibird but I believe it learned "present" in the main series, that had a 50/50 chance of ether healing an opponent or damaging them

I don't know why they wouldn't just be put in without their signature moves. Octillary missing Octozooka is a bigger crime than omitting Present. If I recall correctly Delibird learns plenty other stuff. As for smeargle just a random roll on all moves would suffice.
