Lapras has too much HP; Magneton not enough. The battle with Lapras drags on too long for Magneton to be a reliable counter. Your dodging would have to be incredible, but Charge Beam is a slow move that makes it hard to dodge.

I start to love those extreme slow and strong moves as confusion and charge beam. This gives an easy one-fits-all-1:1-dodge pattern, i will not miss any dodge to either quick or charged attack.

I have test it and it works fine. Lapras was quite low 1600 cp and pat match last about 20 sec. Magneton base attack is quite high 223

Omastar with the legacy moveset Rock Throw/Rock Slide.

This is the best fitting Pokémon for what OP described so far. People forgot SE or resistance. Omastar has both and decent health to compete w Lapras

It depends on what OP means by 'best' but right as I saw the Magneton I thought of Omastar because of resistance and effectiveness (just like you realised).

Fastest counter would be Machamp with C/DP.

For me, the first run through is kind of a crapshoot. But once I find out if he has water or ice moves I give him Dragonite for water (resists water) or Tyranitar B/Se for ice (rock SE from him wipes him out).

Try Laturn with Electric Moves... It resist Ice and has bulk HP too....

You need a Spark/Discharge magneton for it to be a good Lapras counter, and only a double ice one. Flash cannon is trash.

Flash cannon does extra damage on ice and more DSP than Discharge

Water types resist steel. Steel has no advantage on lapras. Discharge is way better given it's damage to energy ratio.

Even with super effectiveness, flash cannon is a really bad move.

Gengar is not really a type counter, but at least he is not resisted. Lapras is one of the few cases, when Gengar really can prove usefull.

For prestiging, if you don't know the moveset or the moves aren't same type, Lanturn since it resists both water and ice, electric is super effective and its high HP makes it CP efficient.

Poliwrath works both as a prestiger and maxed attacker since Dynamic Punch is so good.

Like Lanturn, it also has water typing that resists all of Lapras' current moves and has STAB + super effective moves against Lapras.

If it's double ice moves, discharge Magneton is also a good prestiger.

If double water, it's basically a weaker Vaporeon, any good grass type will do.

If it's an enemy gym and speed is most important, go with Machamp or Jolteon.

I use a 2500CP Arcanine or a 2400 Jolteon depending on my line up. Both work well. Just learn to dodge.
