I was really disappointed the first time around after 91% landed Iron Tail/Fire Blast. So I waited and ended up getting a 98% Larvitar from an egg. I really wanted Iron Tail/Crunch, but I got Iron Tail/Stone Edge.

Is this worth upgrading if I primarily want to toss him in gyms?

If the gym rebalance really limits 1 per species in the future do you want to be with or without a tyranitar in the gym?

I want my Tyranitar to annoy the shit out of attackers. Will this one do the trick?

Stone edge is really annoying. I say power it up as It has a good defensive set.

Easiest way to tell is actually put it in a gym, use your closest CP vaporeon and fight against it. See if it annoys you. I don't think it would annoy me tbh.

That being said, I find SE a bit tricky to dodge

tyranitar is not too hard to win with so as defender doesnt really matter what movea he have but with 98 iv he ia good enough to have him maxed. and you aee quite lucky to have enough candies for 2 tyranitar i will have my first one after 300km untill i get some from eggs and knowing my no snorlax till now luck it can take some time:D and i play quite alot
