Optimal IVs for prestigers?

I'm looking to evolve some lower level Wiggleys and Eeveelution to around CP 800-1200. I understand that having a lower attack stat helps keep the CP down, so 0-15-15 would be ideal. But, if the choice is between a higher DEF or STA stat, which would me more helpful for a prestige mon?

TBH, now everyone has stronger mons than say, 3 months ago. I'd argue that the optimal prestiging range is 1200-1400 now. Some really competitive areas have towers sitting at 3k. If you are using a 800-1200 pokemon, you are using an unnecessarily weak pokemon for max prestige.

A lower attack stat isn't necessarily ideal though (and for wiggly you definitely want a higher one!), as even though it cools the CP down you want a mon that is capable of finishing the defender! For prestigers, 15 attack points means a lot more than 15 attack points to a dragonite/gengar. As long as you get the CP right, the exact distribution of IV need not matter too much.

Got it. I have several dozen vapes, wiggleys, jolteons, flareons, and a few lapras, in the 1200-1500 range for the standard high level gyms. My problem is when I come across a newly turned over gym, someone on my team has already placed a 1600-2400 lower level mon at the bottom. My best prestigers are just over the limit to get the full 1000 points, so I am using suboptimal mons like octillery, voltorb, electabuzz, etc. It's okay, and they are disposable, but it takes more time and frustration.

When I run into a situation like that I pick a prestige team that is the (CP of the lowest mon -1). Getting a quick 500 per win can be time and potion efficient than aiming for an awkward time consuming 1000 per win.

I don't bother with looking for a specific string of IVs, I care about finding a high level yet low cp ceiling mons like:
Ivysaur with Solar Beam
Parasect with Solar Beam
Wigglytuff with Play Rough or HyperBeam.
I need to remember to use Lanturn more.

basically look for mons with good HP at a low CP.
