IV 97.8 Donphan Tackle/Earthquake

Hi all, I've got an IV97.8 Lv20 Donphan with Tackle/Earthquake.

It ranks B in GamePress but considering it's shorter CD and higher energy generated than Counter, is it reali better to have Counter as quick move?

Did anyone use it as attacker? Would you recommend it as one of the gym attacker?

Tackle 12 dps 10 eps
Counter 14.44 dps 8.89 eps

Counter is super effective vs Steel, Rock, Normala
Tackle is never super effective

but also tackle is neutral dmg vs things attacking.

Also its not like lacking the amplified dmg on a quick move is a big deal like it is on a charge move...

a small multiplier on a already small-ish quick attack dmg number, doesn't have a big of an effect

Problem is a Rhydon would be a better attacker.

both my only two Donphans also got Tackle/Earthquake.

Not done anything with them as im not sure about the moveset.
