Went to pick up the kids from school and all of downtown Alameda, California was getting lured up. The names of the accounts dropping lures were all random characters, so I'm assuming it's Niantic doing it.
No, lures last 6 hours during this event. People did it, not Niantic. LURE UP!
Edit: After further information from OP, I am definitely sure it's bots, not people like I originally said. Oh well.

All the lures sprouted up over a period of about 5 minutes, and all of them had account names made up of seemingly random numbers and letters. Definitely Niantic's doing.

Bot assault more likely. Niantic has not mentioned free lures at all (and my town has none).
If Niantic ever did place a lot of lures they would all have "Niantic" as the name and not a bunch of random accounts. You only need one account to place all those lures not a bunch.

Nope. Random garbage and numbers are cheaters using the lures their bot accounts got when leveling up.

I'm curious if anyone has info on the Santa Monica pier. Those stops have always been lured up since day 1. Also the gyms there are always in flux level 3's that you can never get in. They just keep coming up and down as level 3's. Only on the pier. Is this Niantic's doing?

I maybe see lures once a week in the city center and they're from bots. At least last summer they were being installed by real people.
