Why is Machamp rated 7.5?

I find it curious that in spite of his good base stats and an exclusively fighting moveset Machamp is rated 7.5. Any ideas?

Karate Chop is the lowest DPS quick move in the game, almost half of the good ones(!) And EPS is also only 10 plus Cross Chop gives you only 60 dmg per full energy bar, which is half of the Hyper or Solar beam...need more? It is sad...

ya...it's a pitty :(
I really tought it would be THE snorlax killer. But i never imagened such low damage.

Terrible quick attacks both for defense and attacking. Karate chop is the worst attack of the game and bullet punch is only 10 damage without stab.

What a shame, I hope new attacks with gen 2 so I keep my best unevolved ones.
