How on earth do players get their Snorlax or Vapareon, whatever, to such extreme CP levels. No matter how high an Evee's CP, then powered up to their full potential before evolving it,fully powering up the Vaporeon, the CP is still no as high

Trainer level affects how far you can power up a pokemon. For example a trainer who is level 5 that powers up a pokemon until it can be powered up no more (the CP arc will be all the way on the right), has a level 6.5 pokemon.

But that doesn't mean it will be stronger than the same pokemon that is only half way on the CP arc for a level 30 trainer, because that means that pokemon will be around level 15.

Also you should evolve a pokemon first rather than spending stardust powering it up first, because stardust is what limits you from powering up all your pokemon to the max when you get to the high levels, not candies.

If you evolve a pokemon and it ends up not having good IVs or a good moveset, you've only spent candies. If you've powered it up, then evolve it and it doesn't turn out the way you want, you've wasted even more candies, and you've also wasted stardust.

Yeah, but I'll add that you can check IVs before you evolve because IVs don't change. And after evolving, if it has a good offensive moveset, check what else you have at the same CP range because you could use it for training ally gyms. Then after all that, choose whether you want to power up if it has a good moveset.

There are 2 possibilities: They have a high player level and catch their pokemon with high CP or they hatch them from eggs. I'm level 27 and I caught a strong Evee a while ago. I evolved it and it became a CP 2000+ Vaporeon. I also hatched a 2000+ Snorlax. It's a combination of player level and luck.

That is not so many. I ever seen someone have 8 snorlax with 3000+(my local spoofer).
