84% IV Blissey with Pound/Psychic is worth for spending candies?

I have hatched my second Chansey recently and after walking near 100 km with first one as buddy I have 22 candies after evolving it to Blissey. Even though its IV are OK, but its move set is the worst for defense. I red that any move set is good with Blissey, but is it really worth to power up?

I feel your pain - I'm up to 88 candies and could use 70 of them to max my P/Psy to over 3K .... but have decided to keep walking to 120 candies total. At that time evolve another strong Chancey, if it gets the same crappy MS then I'll blow the wad on psychic Blissey and have a 3K beast that is still good for deterrence. OTOH, if get a better MS then will have enough to get that one to level 30, and will have 2 decent Blissey sitting close to 2.8K, plenty high enough in my gym meta.
Wait - when you get 66 total candies and if you have not hatched a better Chancey then you could power it up to level 30 where it will be useful in gyms (unless gym meta changes significantly?). I did this with the same moveset Blissey but higher IV, and am very pleased with getting the coins that she earns sitting at almost 2.8K CP .
In general, usually better to wait until you can power up to desired level rather than pull the trigger too soon and perhaps have buyer's remorse if you get a better one in the meantime.
My first Blissey got Pound/Psychic. I powered it up to 3000+.
After walking hundreds kilometers, I had 198 candies and 2 other candidates (97% and 89% lvl 20 Chansey).
I evolved the 97%, he got Pound/Psychic. I left it like that and immediately evolved the 89% as I was pretty sure he could not get the same moveset again.
Guess what. The third one got Pound/Psychic ...
This is just to say Blissey is Blissey. Power it up over 2800 if you can, then look for another one !
