How can Ivs change my gameplay?

Something like a month ago I evolved a charmander into a charizard,he got AS/Overheat ,it is actually a 69%, and I dont think this is really bad since it's not one of the strongest pokemons in the game,but it is 12/5/14,how can this 5 attack iv affect him? Is it to bad ? Even with good moves?

I'm pretty sure the Attack Iv affects your pokemon's max CP/CP gain per power up. Lower attack IV = lower max CP potential. Example, a 15 attack IV means your pokemon can get to the max CP that it can for that pokemon.

CP aside, there is a minimal difference in real world performance. There isn't really a difference between yours and say an 85% one. I believe the difference between a 0 IV and 100 IV is like 10% when above level 30. This would make a difference in PVP, or agaisnt a high level Blissey, but in every other case it doesn't really matter.

This is what I tought when I evolved it,and talking about cp,the difference wouldn't be that big.
And about the pvp,If it gets correctly used,I think it will be good

It will do a little less damage than one with, say, 15 atk instead of 5. Its max CP in this case is 2507 at lv39; if it had 15 atk, its max CP would be 2617 at lv39.

Realistically, it will perform very similarly. If Charmander candy is really hard for you to come by, it's fine to power this up if you really like it; I personally wouldn't do it though.

Well,I think I will do it,charmander is really hard to find where I live and even with pinap it would take a lot of time to get another charizard
