Shadow Claw is a really good quick move - even without STAB, its DPS is significantly better than Ember. It's also faster thus allowing for better dodging, and it's SE against the only relevant defender you're really going to use Fire against, Exeggutor. Considering it's got perfect IV and it's a cool mon, I'd personally power it up if you've got plenty of spare stardust.
Typhlosion SC/OH moveset
Hi all would like to ask for your advice of whether my Lv20 Typhlosion worth stardust invest.
It is IV100 (hatched from Easter event) and got SC/OH.
GoPress ranks it as A with E/OH as well but wondering if SC/OH would reali worth stardust investigation as it dont hav the Stab and attack bonus. But SC seems to hav shorter CD than E.
I dont hav a good Flareon but only below Charizard:
Lv32.5 IV 88.9 with wing attack/fire blast
Lv20 IV95.6 with Fire spin/fire blast
Would you think it is a good moveset of SC/OH for Typhlosion??

TL;DR: Yes I think it is a great moveset for typhlosion, despite gamepress's rankings.
I have a SC/OH and I love it. The advantage of SC > Ember is the 0.3s difference cool down. Yes, ember deals more dps, but that's assuming no dodging is involved. Typhlosion isn't that Tanky, and having access to a quick move, albeit non-STAB, that is faster than the currently available fire moves (FS + ember, moves currently available to all species, not just specifically typhlosion) is helpful.
Gamepress's ranking are based on overall dps; I don't believe they factor in cooldown/dodging. That being said, you also have overheat, and with the way the moves are currently, OH > FB in terms of the magnitude of damage and a shorter cooldown (idk why Niantic did this...same with Psychic vs future sight).
Try it out! I personally was glad to land that instead of ember, despite gamepress's rankings. Yes, ember is more effective on defense, but typhlosion is too frail to make as a greater defender, in my opinion.
If, in the future, the multIpliers for STAB and super effectiveness (and NVE) are changed such that STAB =/= SE, such as an increase the magnitude of SE and NVE (to make it MORE similar to the main series, yet not identical), then shadow claw may have more merit on defense.
Edit: Correction - SC > Ember, even taking dps into account. Ember does charge energy faster though.

I personally would also use it for offense instead of defense, so would be curious as ember has both stab and attack bonus. But you are right if it is against exeggutor SC also has bonus due to its psychic nature. I am not sure if it is due to the dps between fire spin and ember that Charizard has a higher ranking (both hav exact same stat and cp).
I like to dodge in order to sustain longer in gym battle so short CD is also my consideration. With around 900k dust, i will try to power it up and see the effect against exeggutor.
I think Ember is a pretty weak move in general compared to some others like Firespin...
I'd be tempted to power it up if you like Typhlosion and it being 100%, but I've been avoiding powering up non-stab moves now on mons since a simple move rework can change Shadow Claw or Ember or any move to not be as optimal since you're always losing STAB (like Bite on Arcanine is a lot weaker now due to no stab, weaker EPS change...).
I got a 97% Typhlosion with E/OH and left it at 29 or level 30 (wild caught)...
Ghost moves are also not very helpful in the current gym meta so you can take your time powering it up for when a time comes that changes (if Mew or Mewtwo is released).
I m also conservative in powering up moveset without stab - and of coz it remains open for new movesets change (Fire spin or even stronger).
even if ember and SC are the only quick moves ever for Typhlosion, I think I will power it up to ~CP2000 most in consideration to more and more blissey army nowadays (SC will be a poor performance against that pink nurse....
