Same pokemon with different moves?
So I know the answer to this should be no, but something odd happened last night. The wife and I were going for a walk in the neighborhood and a Snorlax popped up. When we caught it, I said "nice! a great defensive moveset, it has zen headbutt and heavy slam." Then my wife told me her Snorlax has hyper beam. I looked, and sure enough. I thought movesets for pokemon were the same for different players. Did something change, or is something weird going on?
Edit: Duh, I can't believe this news was even posted on this site and I didn't see it. At least I'm not going crazy. Thanks for the answers.

Its a good move just a little too late. There is one spoofer in our city that has multiple 100% Tyranitars, Dragonites, Blisseys, Snorlax etc all sitting in gyms. Each night the spoofer takes over gyms with his three accounts and puts all high level 36-38 maxed out mons in gyms.
Reported this person with three accounts multiple times and nothing.
Sometimes I wonder why I keep playing this game.
