There you have it, it is posible to have that amount of Tyranitar if you keep running 9 incubators all the time, it is not that rare, just an uncommon hatch, but the candies needed to power up are way more than evolving. To get a Tyranitar to my level (36) I think I needed 300 candies in total or so, imagine to power up 7 of them lol
Of course without taking into account the 200k dust per each mon, so 1.4 milion for 7 Tyranitar...let's say 1 milion to round the number
It's possible that he is in an area where they aren't as rare in the wild as they are for some of us. It's worth noting that the IVs aren't insane, they kind of run the "good enough" hatch IV level. Also it appears many have a sub optimal moveset. If it's legit that is a ton of work and an amazing group.
3 caught in the wild, 4 hatched or caught as Larvitars. No way are they "Maxed", all but the top one are level 30. I've caught nearly 10 wild Tyranitars, with a pinap you get 20 candies! Just caught another one this morning. They are fairly common right here. Also at least 50 Larvitars, 6 candies each.

Bro, you could've said you lived in a city and drive and map, then that woulda made sense, but you're not catching those in the wild with those iv's either. ???
Level 40.
I only have about 200 mon (after a mass evolve), I've been very picky up until recently, so I've deleted ALOT of good mon from 98iv Snorlax's to whatever you can name, sadly and regretfully. Since I'm gym battling hard the past few months, I'm rebuilding / building out my army. Currently have 24 3k plus mon, currently pushing up some ??? you can't see in Top 12.

Level 32. Only played since february and have mainly leveled up due to massive grinding of super regular mons and constant lucky egg mass evolves. Have found dratini, larvitar and machop candy extremely hard to come by, so my mons aren't that impressive. Luckily I currently don't need to power up mons beyond level 30 to get in gyms in my small town. Unfortunately my small town only has 4 gyms. In the much bigger city where I work, it is super competitive and I have no chance of doing much currently.
