Alakazam
I'm in doubt of powering up my Alakazam or evolving another. I want to power them up to lvl 30 but not sure which one. The choice
Alakazam cp 1624 53IV 14/2/8 with psycho cut shadow ball
Abra 867 cp 82IV 14/14/9 which will turn into a a lvl 28 2241 cp Alakazam
I got 122 candy so far and could easily power up the first one to lvl 30. Should i go for this one with a good attacking stat or hope for another one with the best moveset?

With that logic, due to the 9 HP ivs on the abra it wouldn't make sense to evolve the abra. As you said, attack is least needed compared to the other two stats, BUT the abra has 9 HP ivs.
I would wait (as painful as it may be) to hatch a better abra and then evolve. As well, shadow ball doesn't have great coverage and isn't nearly as effective as future sight
For attackers, you should ideally just evolve high level mons instead of powering up.
Even though I am guilty of powering up a low level 98% Jolteon (TS/TB) to level 30, it does feel great to be sorta "done" with my main electric attacker for now (at least in the current meta).
Unless you have spare dust/candies, powering up should be saved for defenders normally.
I suggest just evolving your high level Abra and use those instead. Since CP isn't a concern for attackers, they work well enough and are very usable (I use a Psycho Cut/Focus Blast one now daily against Blissey for fun).
