Power up DB/DC Dragonite with low IV?

Have a level 22 dragonite CP 2131, IV 58% (Atk 10/Def 14/Sta 2). Its my only DB/DC dragonite. Have other dragonites at 90+ IV but with non-ideal movesets like DB/HB and SW/HB.

Should I power this dude up to lv 30 to be used as an attacker? I currently have been surviving with maxed out DB/HB nite, Vap, Snorlax, Jolteon and Lapras as my main attackers. Thinking he would be a good addition as a generalist attacker to that roster.

Currently have about 430k dust and 90 dratini candy. Dratinis are not super rare for me since I stay near a water biome. Probably catch 1 dratini a day without much effort. But don't want to spend dust unnecessarily.

DT/Outrage is terrible for dodging... you could power it up or Evolve a new with DT/Hurricane.

Power it up. I have a 60% one I took up to 3000 cp.

Yeah I would take it to level 30 probably not all at once but it's an awesome legacy moveset, so it would always be my on my list of things to power up. And like u said Dratini aren't all that rare for you. So u can do it slowly.

Power up the DB/DC to at least level 30. If you are a good dodger this legacy moveset will be ideal. You'll realize it will be better than any moveset you can currently evolve such as DT/HU/O
