Attacker regardless of IV?!
In general, moveset is more important than IV for attackers.
Just wonder any trainer really only focus on attacker movesets regardless of IV. For instance, power up attacker with optimal moveset and crappy IV to L30 to take down gyms.
What's your results of such attacking squad?

I don't power them up, but I will start with a high level mon with less than optimal IV and roll a chance at a moveset.
For example, I don't mind a 70% IV Eggecute at lvl30 and attempting for a SoB Exeggutor...and I do similar with Eeevee. I have a bad IV Flareon that happened to get Fs/Oh and all it cost me was 22 candy, as it was a catch that arrived with 3 candy of it's own.
I will never power up such a mon, but taking a chance on a high level, and getting a decent moveset can be an efficient way to add attackers to a line up. You can always get rid of it, if a better one comes along.
I focus solely on good attackers, defenders will fall no matter what moves they have, besides most have dual functionality. I evolve high IV mostly hatched mon and hope for good sets.
Only "crappy" IV mon I power up are still between 60-80% IV. I can't invest dust in anything less, not worth it to me no matter set, I'll be patient for a better IV. My only recent power up on attacker with less than 89% IV was a L/BS Snorlax above 70%
I've powered up a DB/DC dnite that I caught at level 1.
I did not care about IVs, which are 25. It is now level 30 and one of my best attackers.
This is what I save my dust for.
I don't power up anything else but my best attackers.
For my best defenders, yes it is all about Max CP, which is very connected to high IVs.
Yea just from experience I caught a 73 iv level 30 larvitar which made for a 3000CP+ tyranitar with no dust. I also had an 89 iv larvitar around 320 CP but since t-rex is just a gym skimmer and mainly an attacker, I went with the obvious choice of the higher level mon. I will say if its something rare like dragonite or t-rex I couldn’t see myself actively evolving anything under 60% IV. However if I catch a high level final form like dragonite, in my case I found a 53 IV level 28 Dragonite with SW/O, I powered it up to use as a mighty defender without much dust or candy.
I spent 400 'Karp candy to evolve a decent 73% but high-level 30 Gary, hoping for a decent attacker and got Bite/HP - compared him to a defending Gary (just kicked out of a gym) which is a 96%, level 34.5 with Bite/Twister against the same Snorlax.
Results: the 2718 cp, level 30 B/HP killed the Snorlax before it could fire Hyperbeam, and finished with most of its HP intact. The 3008 cp, level 34.5 finished the job, but was in the yellow after dodging HB.
TL;DR - moveset rules for attackers/prestigers!
