Do higher level trainers also see higher IV pokémon?

I caught L30 Karp with 96IV and many more... Randomly...

My understanding is that the IV for a specific wild Pokemon is similar it's level may varies tho ( cp ) from a player to another with different player lvl

It was that way until recently.
Now IV, moveset, weight etc are all random for different levels...everyone over lvl30 will enocunter the same mon though.

Looks like lvl25+ now, originally thought lvl30+

No!!
And lately, I've been seeing that I get lower CP than my daughter, who is 4 levels lower than me.
Example: Last night we saw our first Dratini in the wild in more than 2 weeks. For me, it was 157CP, for her it was 468CP. This happens quite often.
