Bulbasaur Evolving

I was lucky to catch a Bulbasaur with 98% IV which sadly is only lvl 11. The only other Bulba I have has 82% IV but is lvl 20.
Right now I am walking with Bulba cause I don't have a Venusaur yet.
I would evolve the 98% one and look at the attacks before powering it up. Or what is the best way? I am at 105 candies and I am looking forward collecting candies for my 100% charmander (only 10 candies).

Go with 82%, Venasaur CP isn't super spectacular anyway.

Go with the 98%. It's not that many candies catching him up to your other one and honestly, I love using my 2.4k Venasaur with double grass moves.

How long have you been walking it? If you can quickly make it to 125 through walking and pinap any wild you find I'd go with the 98%. Venasuar has no bad movessets, so it's a sure win.

Walk it a bit more to power up a few levels if you are satisfied with it then get to that perfect IV Charmander!

Well, Vine Whip/Sludge Bomb isn't great.

Compared to what some other Mon can get when they evolve it's great. All STAB moves.

I walked over 120 km

That's dedication. I walked about half that for two of my starters.

Up to you how far to keep walking for candies. Those high IV ones are hard to resist. They will be great trophies. But you have to choose between getting the best you can or the most useful by saving candies on a higher level one.
