Powering up a water Lapras

After hatching bad Lapras after bad Lapras, I finally hatched a 96% Lapras, but like all the others it has got water moves (can't get one with double ice). It's got Water Gun/Hydro Pump. A good moveset for attack. But I have got several other wg/hp mon, including a Vaporeon. I'm just not sure powering up this Lapras is worth it if it doesn't have double ice moves. What do you think? I've got plenty of Lapras candy after all the bad hatches. None of my other Laprases are even worth considering.

I think you answered your own question. I would not power it up. Waste of dust and candy. Save the candy for when you do hatch a double ice.

Don't lose hope maybe TMs will come out, just put them into storage for now.

Maybe breeding as well. Good IV breeder!

Everything weak to water is strong against ice types, except for ground. So it isn't worth it.

Vaporeon has a more solid typing and better stats.

Unless people decide to start putting non-water ice types in gyms, it's a slightly worse vaporeon with candies that are harder to get. It may be useful as a prestiger, but it isn't worth candy or dust.

Lapras has lower CP than Vaporeon and gains weaknesses to rock and fighting. If you already have W/H Vaporeons, then there is no reason to power up a W/H Lapras. Save the candy and wait for a F/I or F/B Lapras.
