What cp will each have at level 30?

Do you have enough candy right now to get your lvl 19 up to useful CP (i.e. to get into a gym?) It's 24 extra candies to get your level 13 up to level 19 (i.e. 1 egg hatch or 120 KM in my biome, never seen a Chancey in wild even during event). Unless the difference in CP between your 98% and 87% is so significant in your gym meta that you need the less optimal MS and more candy, I would go with the 87%.

If you want to give attackers more trouble, go with P/DG, if you want higher gym placement, go with P/P

Edit: iv% is not a good measure to estimate cp for blissey as atk stat is so much more important to blissey in terms of cp. Calculate CP using some cp caculator if you want to ensure you power up the one with the best cp potential

I would power up the Lvl 13 one simply due to 98% (hopefully, Att = 15). Blissey is still 6th on the CP scale and until that changes, you'll be shaved off I'd guess if you have stagnant gyms in your area as turnover is too low for rival teams to attack normally.

I powered up a Blissey to my max level from level 2, but started with over 500 candies after the V-day event...and limit my Chansey evolves to have less Blisseys, but only maxed Blisseys...

I think unless you were planning to power up a mon which is low level, I think evolving it is a waste of candy since you run into this situations like this...The moveset lottery is normally 1 out of 6, you will get the ideal movesets so it's probably not going to happen normally...

I just evolved 22 Growlithes and "1" got Fire Fang/Fireblast. Evolved 11 Mankeys and 0 got Counter/Close Combat...RNG hates me for moves...

Wife evolved 1st Machamp ever and got Counter/Dynamic Punch 1st try.

Any Blissey is annoying though so I'd power up the highest IV and hope it doesn't get shaved off...

Transfer the level 5, too low. iv breakdown is really important with blissey. Attack is the most important iv, due to the lower base stats. If the 78% Has 13+ attack, evolve it. If not, power the 98%. Any move set is better than any other defender.

Evolve the lv23, so what it'll have a bit lower CP, just power it up a couple more times if its moves are good.
