To evolve an Eevee into Espeon or Umbreon you've got to walk 10km (and get 2 candy) with it as your buddy and evolve it during the day for Espeon or at night for Umbreon. When you're evolving the Eevee, make sure it's still your buddy because if it isn't it will evolve into one of the Gen 1 Eeveelutions.

Eevee Evolution Quest ?
My city turned to a "eevee spawning place" so i caught a lot of eevees and evolve them to random element. But the point is ive never gotten an Espeon or an Umbreon (except use the name trick and i did it). Is it for now just can get Fla,Jol,Vap of eevee evolution only or need to do some trick when evolve them?

The following criteria must be met in order to ensure that your Eevee evolves into either Espeon or Umbreon:
You need to walk 10km with the Eevee you want to evolve as your Buddy
The Eevee you want to evolve must be set as your current Buddy during evolution
Evolving the Eevee during the day will turn it into an Espeon
Evolving the Eevee at night will turn it into an Umbreon
Random evolution can only get Flareon, Jolteon or Vaporeon. It's a pain getting Umbreon/Espeon, but at least you can guarantee which evolution you get with this method.
I would never want to waste 10k of walking to get an umbreon or espeon.
Vaporeon is still the best eevee, and Jolteons are very valuable thanks to Gyarados. Personally I still need a FS/OH flareon.
I wouldn't mind another Umb or Esp, but I don't want to go through that trouble. I hope they change this at some point.
