Should I power up my Blissey?

I was very lucky to hatch a Chancey today. (It's my second Chancey hatch and I've been playing since July) I ended up evolving it into a Blissey: (15A/14D/10HP 86.7% IV) It ended up with very bad moves, however. Zen Headbutt/Psychic. According to this site it has a D rating in offense AND defense. I have 27 Chancey candy. It's my buddy now. I have enough candy and stardust to get it to level 25 which would get it to 2283 CP. Power it up or wait and pray to get another chance at a Chancey? (You see what I did there?) Thank you!

I'm in the same road and I'm leveling it.. It's a blissey anyway. if you dodge you can kill ANY Blissey.. any.. all of them are tough but not inmortal. They do not have much dmg.. while Espeon is a little weak shit but with TONS of damage...

27 candies isn't enough to take it to 30. I'd walk/ obtain enough candies to take it to 30 before coming to any sort of conclusion. If you hatch a even higher IV Chansey by then evolve that one and hope for a better move set, but the moveset to me is of incremental importance imo.I worry more about the Ivs since her Max Cp is relatively low. I don't intend to use mines as attackers. The movesets I have are: Zh/Dg and P/Dg and content w/ both as defenders.

^^^This and the below advice below are both great. That moveset, while not optimal, is terrific on that Blissey. There is no 100% correct answer but you can't really go wrong either. It's a great mon.

With your iv allocation this blissey's cp will look closer to 95% than a traditional 86%. Also, phsychic is the most frustrating blissey to attack for me. I'd save the candies till I had 66, and if you haven't found a better blissey at that point I'd take it to 30.

I would power up. Even at 25 she's gonna be a good defender, and then when she comes home you can save a revive by powering with what you've walked.

Moves don't really matter for Blissey - she's there to take damage. Any damage she does to the attacker is a bonus.
Also yours hits Machamp super effective, and Psychic is hardest to dodge.

I'm going to power her up right now and use her as much as possible in gyms during this Easter event in hopes of getting as many coins as possible for egg incubators. And then after the event is over, I'm going to make her my buddy again and get her to level 30. Again, thanks so much for the help! It's really appreciated.

I have the exact same Blissey as you - same IV's and same moves. I powered it to 30 so far, and it hasn't disappointed me at all. Going to max it out eventually, and so should you!
