My reading of this is that they have moved a lot of the 5km and 10km eggs into 2km eggs but with the "drop rate" probably left unchanged with the candy content generated server side rather then multiplied at hatch so it dose not benefit eggs already picked up.
so my take on this is that were before you used a blue incubator on a 10km egg it had a good chance of being Dratini or larvitar and a decent chance at either a chancey or snorlax with 16-32 candy
now a 2km egg has a small chance at being a dratini or larvitar and an infinitesimal chance at snorlax/chancey with 10-30 candy
So the primary advantage in this event is increased egg cycling through the infinite use incubator.
Yeah i bought some.
Hatching is still good regardless of event or not, so it cant be bad...only now theres atleast some extra benefits from the event such as more candy and xp, whether the rarer drop rates have changed or not
(if nothing else, just the overall faster egg cycling that increases the chances of getting something rare as the amount of eggs being hatched is increased)
I'm on the fence about this...
On one hand, I want to get good hatches, whatever the required distance.
On the other hand, it pains me to use paid incubators on 2k eggs...
I will probably use the ones I have on 5k and 10k, and clean up my eggs if I get 9 2k, but I don't think I am going to buy tons of incubators, and will probably focus on XP more (ie. Lucky Eggs and Lures).

This is the problem.
Assume global hatch rate of all species unchanged during the event, just all 5km and 10km become 2km.
Now if we buy incubators, it's like using them on original 2km and 5km eggs which we normally wouldn't do.
The difference is 5km eggs become 2km so it's faster to remove 5km trashes..
But after the event, when we need incubators which could have been saved for 10kms, they are not there, making us either buy more incubators or slower our 10km hatches.
this is my thinking. It just isn't good value when you consider it across time. It makes sense to clear your inventory (I have 8 10km eggs) but after that ???
Just afraid or blowing a heap of coins on krabby, nidoran etc. and those coins are actually hard work for me and i find gym battles kind of tedious when i am kicking out the same spoofers 3000cp blisseys every day and can't evolve a descent machamp.
Normally I just buy incubators for 10k eggs. I'd been considering buying them for 5ks too, now that my item bag and storage are almost maxed and I'm getting close to 100 coins per day from gyms.
As soon as the event started I went ahead and bought another incubator and started some 5ks so that I could make room for more new eggs.
My next purchase will be either be another incubator to clear out more old eggs or a discounted lucky egg bundle.
