15/14/2 Vaporeon, would you power?
Ok, after the previous Eevee RNG complaint, RNGeesus has responded and given me this 15/14/2 Vaporeon with Water Gun/Hydro Pump. It's not stellar IV by the numbers alone but seeing that the 2 IV is in the HP (that Vaporeon needs least of) it's worth something?
Right now this Vaporeon is at 2327 CP, Level 24. I have 120k dust and the only other projects I have are a Confusion/Solar Exeggutor and Rock/Stone Edge golem when I catch their respective candies. Also walking a Chansey to make a blissey and that will need powering as well.
And more about my water lineup (All level 30):
I have 3 HP Gyarados
one HP Vape (15/4/15)
two WP Vape (87 and 71 IV)
one AT Vape (15/15/4)

To avoid times like this, I only evolve >91% eevees or high level eevees ie level 30 or at least 29. So i'd never face such a decision.
Do you need that many water pokemon? I only powered up 1 vape and 1 gyarados and don't see the need for more.
You already have 3 HP gyarados, 2 vapes and not a lot of dust imo. I'd elect to save the dust and not power up.
You never know when you might catch the next big powerup project and the lack of dust will hinder that
Maybe keep it to this CP to use for prestige when you need 2.2k-2.3k mons? I use that range for gyms with mid blissey, like 2.5k-2.7k; for 2.8-3.1K Blissey I go with my 2.5k Machamp so the range is 2.5-2.6 in that case.
Given you water lineup, as much as I love Vapes and HP ones in particular, I don't see a point. For gyms placements the CP will be quite low.
Also I run a pokebattler simulation, with your IV you will need lvl 36 for water gun to deal 6 damange instead of current 5 vs. a lvl 32 Rhydon(=2.9k Rhydon). So I'd say keep it as it is:
