To give you a meaningful reply, you should also include the following information:

1. What is its level and current CP?
2. How many Lapras candies do you have?
3. What other Ice attackers do you currently have, and what CP/movesets do they have?

I think (aka I'm not in the mood to test in on pokebattler or Totoro's spreadsheet) at lvl 30 your Lapras will be more effective time and power wise vs multuiple Dragonites compared to a lvl 30 100 IV Cloyster with Frost Breath/Avalanche, hence any other ice attacker.
So given you can afford to level up either to lvl 30 or to your current max lvl (if you are less than lvl 29 trainer) now, then do it. Otherwise wait until you can do it in one round, maybe you will get a better IV one.

Lapras is quite rare everywhere lol
If you have yet to hatch one, then powering it up may not be a bad idea. I personally would troop it out until I hatched a better one; I would rather not invest stardust (and extremely rare candies) on a mon that will be a couple hundred cp less than others when fully maxed out. In the meantime, I would use cloyster to fill the roll. That's just ME

if you level it up, it wont be good defender because low cp
but it will be good attacker vs dragonites
but low cp lapras is good prestiger and attacker, so leveling up means you lose your prestiger

Make him/her your buddy to get some candies, in order to prepare for a better IV Lapras. So don't power him/her up, you may just use her/him as a prestiger against Dragonite

0% IV Lapras is still overall the best ice type..
