Good or Bad Wigly to evolve

Wiggly better for attacking. Get something with high cp / level for putting in gyms.

3 out of 4 wigglies have those movesets and I find them in all honestly garbage.

The other one has pound + hyper beam and is currently 1777 CP which I find doing alright in attack. For defense purposes it's a more difficult question. They are one of my most favorite Pokemon but always end up in the last position in gyms, resulting them to get kicked out within a few hours after I put them in.

In your case, find a stronger jigglypuff before considering it to level up.

I've got a 82.2 IV (11-11-15) Wiggly with FA/PR.
CP 1299 and HP 180.

I believe this a good defender, too bad for the low IV. Wished it was at least 90%, but what can you do.

I'd suggest not to power up...
I speak from the point of view of my city where Jiggly is pretty common.

I have 2 with 91/89 Iv and Pound/Play Rough, which is a better moveset too.
I also have 1 with Pound Hyper Beam, but I've been using him way less.

Wigglytuff is a really unique Pokemon with its stats but it needs ideal moves to really set him up for success. Even if it's rare you should wait for a better one, at least it's a very easy buddy Pokemon.
