i have one 98% charmander, i am afraid it will get bad moves so i haven't evolved it

Well, got this one. Looks so cool, and FT is not bad. Better than fireblast imo. Mine would only be 1 cp lower than yours in the same lvl, because it has 15 att IV

Only halfway to a Charizard, most biomes around me are water.

100 IV WA x FT and 96 IV FS x OH.

Wait for gym reworks then decide whether to power up this badass

I have one with most excellent IV's (100%), and very mediocre moveset (WA/DC). I still like to attack with it for fun, though, and show it off in gyms occasionally.
