Which Dratini to EVOLVE?

Dratini: 388CP, 95% IV, Defense15
Dratini: 542CP, 88% IV, HP and Def both 15
I have enough candies to power them up!
Which one should I evolve, what do you think???

that question is easy, if you have plenty candies and stardust, you should always power up the one with the best IVs and pray for the moveset you wish. Best luck

How many candies do you have?

I think that the 388 CP is low level and I'm not sure I'd evolve it.

I would probably evolve the 542 CP one and use next candies to power it up.

For the 542CP dratini
It would take me 159 to max it out
125 candies for the full evolution
And 24 candies to max it out!!!
What do you think, should I do it??

What should I do, evolve the other one and see what moveset he has, or should I power up the one I've already evolved???

Steel wing is weak on attack and dragon claw is weak on defence. You should probably evolve the other one and see if it gets a better move set.

Dragon breath works with any charge move for attacking (dragon claw is best but the others are still usable).

If you get steel wing and hyper beam or dragon pulse in my opinion they'll be better for defence than dragon claw because they do more damage.

You have a 5 in 6 chance of getting a useful move set - the 3 dragon claw move sets are better for attacking than your current move set and the other 2 steel wing move sets are better for defending than your current dragonite, compared to a 1 in 6 chance of getting another steel wing and dragon claw dragonite.

I would Not evolve the other one.
It is too low level.

The Steel Wing Dragonite you got is very nice defender even with and Dragon Claw. It is sorted as B defender, and well it's the big dragon...

-Power up your Dragonite to level 24
-or keep the candies and stockpile until the day you have more resources (125 - 170 candies, and eventually another level ~20 dratini)
