This looks like the tracking system that they tested in San Francisco. where do you live?

The company just announced a small roll out on their Facebook page.

The regions that are getting the tracker starting immediately:

The rest of the San Francisco Bay Area (we’ve confirmed it’s up and working in Oakland)
Parts of Arizona (they don’t specify which parts, but I’d guess its the major cities)
The Seattle area of Washington

What's the difference between the 'mons appearing in the "nearby" section from the 'mons appearing in the "sightings" section ??

Nearby are next to a specific stop, close enough to walk to quickly. The sightings are not. For us, the sighting a are normally in a field or somewhere not next to land marks

I still don't get it, how the new tracking system works then ?

The mon's appearing in the tracking system will only be the ones that are next to a pokestop ??

Sightings seem like the old system. "Nearby" tells you a specific stop. I haven't tested it yet, but I assume the Pokémon is next to the stop. Unfortunately, even though I have about 8 stops in walking distance, it keeps on pointing to the same two stops, which are about a 10 min walk from me. The range for "nearby" Pokémon seems much larger than the range for "sightings".
