Dragonite
Ok, so Everybody and their mother is putting dragonite in gyms around me. I cant seem to find the spawn point for dratini. I managed to evolve 1 88.9% and got SW/DP.
I've seen a couple different philosophies.
1. only power up good move sets with good iv
2. power up any move set with good iv because it's only the gym position that matters.
I currently have 54 candy and over 1M stardust.
Is this a guy to power up regardless of the lame move set or wait for a good dratini and try to evolve again?

that's just bad luck, their chance is supposed to be same as pineco and my split has been 50:50 your luck will change soon enough and as soon as you spend all your candy on that dragonite you'll have a mon still short of 3k no candy and hatch a 90%+ dratini. I usually wait until i have enough candy to take something to level 30 unless it is super awesome and I will never have buyers remorse (90% + with optimal moves) or it's never useful and i need the dex entry.
on a side note I think that Easter is likely to be double candy so I'm saving my 10km eggs and incubators for what should be an average of 50 candy per hatch.
Here are my guidelines, take em or leave em:
1. Highest IV Dragonite or Tyranitar, power up all the way regardless of moves (must be over 95%, though).
2. If a Dragonite or Ttar has IV's over about 70, I will power it up to level 30, but no higher.
3. If the move set is A rated for defending, OR IV's over 90, you have the option to power up past 30 (if enough dust!).
Perfect. Same biome as me. You are right, they are there but not where you would likely expect at times. When I started I knew a couple folks that had been playing before me; they swore that Dratini were too hard to find to actively hunt. It took me about a month of random patrolling and searching but I wound up finding two mega water spawns. Both are in random neighborhoods with-get this-invisible drainage ditches. Something about the combo of the high density domestic housing and the drainage makes these two spots enormous water spawns that are both spawning between 15-25 water mons at any time. Usually Slowbro, Magikarp, Psyducks etc. Tbexe are the mons you need to search for because they are easier to find. But where they spawn a good amount of checking will eventually return Dratini. On the weekend with 3 or so checks a day of these spots I hit 1-3 Dratini and maybe 1-2 every 2-3 days on normal days checked twice or so. Funny enough the local river (a big one), reservoir, and lakes are much much poorer spawns for their area size. You can go to open source maps to help you find such water markers in your own area.
Sounds funny but very true in my experience. Even Dragonair's sometimes appreciate a good old invisible drainage ditch.
If you are fortunate enough to have access to the glossary of significant terms in the Niantic Headquarters office, you will find a detailed description of the 'invisible drainage ditch'. It's rather poetic.
