I would start leveling it up. (Especially now when FPM seems to be goner.) For attacking DB/DC is what you want (DP would also be fine). Great DPS (even with 0 IV's it can out damage every other Pokemon in the game) and DC is so fast that you can dodge almost anything, even when you time your charge attack badly.
Dragonite dillema
Hey guys, só yesterday i caught my very first Dragonite, it has 560cp and 56iv with db/dc. Dratini are really rare around here and i dont have a good iv/cp one to evolve nor enough candy yet. My question is if i should power up this Dragonite, its kinda low lvl and its iv arent the best but it has the best attk move set and im not sure when ill be able to even get another

What comes to DPS only attack stats matters (well opponents defense also) and Dragonites base attack is 250 where IV is added (0-15). Then the "real" attack stat (min 250, max 265) is multiplied with level modifier. So the relative different in DPS is same no matter of level.

Something like that. If I don' recall wrong there is double emphasis on attack (compared to defense and stamina), so it depends also little on IV's. (0 attack IV shows more on CP than 0 defense IV, compared to perfect corresponding IV's, e.g.)

Yeah but is an attacker moveset... cp doesnt matter in attackers as in defenders... example i got a snorlax 57% with ideal moveset for defense and i lvl up him up to lvl 30 and is very usefull! He got lot of cp anyways... in case of your drugunite i think is better to wait, spawning areas changed so maybe you can get a dratini easier than before halloween... dust and dratini candies are valuable things, dont get to anxious... sorry for bad english

I have a 42 IVY Vict0rybell Level 30 2144 CP
I have a "Perfect" 45 Venusaur Level 29 2138 CP
Max CP of a Venusar is about 2% Higher then Victorybell. So taking 2 percent off those numbers I get 2095.
Venusaur gives me 35 per power up. So at 29.5 I'd be 2130. And at level 30 I'd be 2165. So 3 IV are worth about 1/2 a Level at this point.
Or let me try again with Lapras If you hatch a Perfect 45 Lapras at 1703. or a 66% 30 Lapras at 1625. Lapras gains 40 per powerup. Meaning at Level 20 15 IVs on a Lapras is worth 2 Power Ups.
As for Advice: I'd power that up to around 1200. That's my sweet spot for my Gym Prestige Team. I use a team at that level to power up friendly gyms and use Type Adv. Dragonite with that moveset would be good to use against those 1400-1800 Grass + Vaperons I often have to power up against.
I had a similar dilemma with a Snorlax I caught wild at low level: OK IVs (but not great) but a great move set ((Zen/Hyper). For a couple of months it languished there in my collection, too weak to use, but no candy to power up and more disappointment every time a 10km egg hatched into another Pinsir.... Then the halloween event came along so I decided that with no other Snorlax on the horizon, I would buddy up and use all the dust I caught that week and see how far I got. Well, with over 100km walked (and about the same amount of candy as you have saved for your dratini) its now at >CP2200 and proudly sitting 2nd from top at a local level 10 gym (giving me 500 dust every morning for the last 3). I know the IVs will remain imperfect forever, but apart from it having cost more dust than it could have to get it to this strength, the IVs only really matter for the ultimate the cap at higher levels. Even if I ever get to that cap at level 40 (it will take 20 years at my current rate) there is still a good chance of catching a better one some time. But right now I don't have any other CP2200 Snorlax, and a CP2200 Snorlax with the best moves is the same in a gym regardless of whether it is level 25 (if it had perfect IVs) or level 27 (like mine).
And here's the other thing: Lets say you do keep grinding away to get to 125 candy and do catch a wild Dratini with high level and good IVs to spend it on, can you imagine your disappointment when (like me) you finally hatch it to Steel wing and Hyper beam? At that point you would wish you had spent that 125 candy on power up your little baby dragonite. At least this way you know exactly what you will end up with!
Yeah, but I really wanted a killer attacker. Where I live there are so many eevee spawns that making just another 2000CP+ vap to stick in a gym and collect coins is easy. So yeah, my Dragon can sit high in the gym for days at a time, but it's no fun to use. And despite the hype over Steel Wing as such a great defence move, its easy to dodge (so is hyper beam). The best thing I can say about my dragon is that its good security to hold a gym I just take with my family and then pretty easy to build that gym up to level 4 or 5 for my family to add their mons using my (suboptimal) 1997cp Lapras for around 800 prestige each time... Snorlax or Lapras are usually much harder to beat.
