Why flying type?

Always wondered, since Pokemon blue and red came out for GameBoy, why the hell is Gyarados flying type?

It's not like he is going to fly around anytime soon. What's more, he was never able to learn fly and he have no wings like Charyzard to justifie that. So why, just why?

In my honest opinion he should be Dragon/Water type. He was always seen as a dragon. Lance used him together wih his dragons on all editions and it's ovbius he is more like a dragon than a flying type. So why guys? Why he ended like that for all the years? Really after almost 20 years I still don't get it.

With Gyarados base stats, and with that type coverage, maybe it would be too op!

Magikarp's evolution into Gyarados is based on a chinese legend involving a carp climbing a waterfall and jumping over the Dragon's Gate. Doing so would cause it to become a dragon. If the dragon abused its power and went on a rampage, it would lose its dragon status and become nothing more than a flying serpent.

What's Gyarados known for? That's right, going on rampages.

why Zygarde is not Bug/Dragon is much important question thoug.

I can live with zygarde. FLYgon, the dragon-fly, that could be a dragon/flying OR a dragon/bug OR a bug/flying, but is a ground/ dragon, is a much bigger issue on my head.

Have in mind their names are translated from the original though and Flygon starts as a ground anyway, so thats the base type
