I did it, so it is a question about whether what I did is good strategy. I've been trying to evolve a vw/sb venasaur for 8 months. Today, I caught one. Problem is it's iv is 15 atk 14 def 0 sta. I figure I can give him ten more pumps than I usually would for an attacker, and I will have the mon I have been seeking. Is my reasoning flawed?

i'd get it to 30 anyway, they destroy vaperons efficiently and the lack of stamina shouldn't worry you too much in an attacker. i have one at 2200 with vw/sb and though it's a hassle to scroll through 'mons to select it for battle each time it kills vaperons faster than my 3k gyros/dragonites and puts in a good show vs.rydons
I'll try to clarify. A level 25 Exeggator with a 15 STA IV will have 110HP, While mine with 0 STA IV will have 100HP. However, he gets 1, sometimes 2 HP for each power up. So, I think if I power mine up to level 30, he'll be as good or better than the level 25 perfect one, in regard to HP. His other stats are already high. So, I think he'll be a good attacker, and I can compensate for his low HP with a bit more dust and candy. (I think level 25 is a sweet spot for a lot of attackers, and have long wanted a Venasaur with this move set.) So, I think, despite his flaw, I can use him for what I want.
As an attacker, venusaur is already very tanky so a weak stamina stat is less important than the perfect attack IV. You are never going to get good gym placement with it as a defender. So sure, if its already at a good level, I'd power it up to level 30 (probably not beyond that) if you are in an area where Bulbasaur are rare.
