The only eggs 100% mon I got are an bellsprout and a caterpie (around 400 eggs hatched). But, on the wild, I found 2 perfect exeggcutes, one before and other after the valentines event. I also found a 100% eevee, at exactly level 20, I don't remember if it was hatched or caught. From these 5 mon I was only lucky with one, a exeggutor with C/SB, at the time it was bad. The other eggy was a ZH/SeBomb, the eevee evolved on a E/FB, at the time it was the best moveset for flareon but it sill a flareon. The vic was a RL/SluB, good for defense, and the buterfree got C/P, bad for her.
How rare are 100% IV Pokemon?
I'm level 32 and have hatched over 700 eggs and I have only been fortunate enough to hatch one 100 IV mon and it was an oddish. Pretty useless Pokemon right now. I'm wondering how hard these are to get cause I've read a lot about people have perfect dratinis, larvitars, magikarps, rhyhorn, eevee etc, and I feel left out. I'm glad I have 1 to talk about but how hard are they to get? Have I not hatched enough eggs or am I unlucky?

I'm almost level 35 and I don't have a single 100% IV pokemon to my knowledge. I assume I have thrown some out at this point but that likely means that they were low level and not useful to me so I'm not feeling too sore about the potential loss of 100% Level 2 Arbok/Pidgey/Tentacool/whatever. I do have a handful of metagame useful 97.8 and 95.6 mons, though, mostly hatched (Gyarados, Gengar, Machamp).
I'm a level 36 legitimate and free player, and I have nine perfect 100% pokemon. One thing to remember is that it takes a lot more XP to level up once past level 30, so, for example, it takes 3,000,000 XP to get to level 32, and 7,500,000 to get to level 36.
There's is a 1 in 4,096 chance of catching a perfect pokemon in the wild, and I've caught 4 perfect mons in the wild out of 18,187 total (I may have transferred a few without checking). I've beaten the odds a little bit on hatching, with 5 100% IV hatches out of 670 (the odds being 1 in 216).
As for usefulness of my perfect mons, only one has turned out to be a real monster, a confusion/psychic Exeggutor (evolved from a hatched Exeggcute) that probably isn't quite as good now as it was before the move stat changes. Others include:

Kingdra DB/HP, evolved from wild Horsea
Scyther SW/BB, hatched
Charizard WA/DC, from hatched Charmander
Pidgeot WA/AC, from wild Pidgey
Bellossom RL/LB, from hatched Oddish
Lanturn CB/TB, from wild Chinchou
Ekans hatched & not yet evolved
So, perfect mons are out there, and if you play enough, you will get some. Also, there was a bug early on in the game where mons with high pokedex numbers had higher attack stats, making the odds of getting, for example, a 100% Dratini, much higher that would normally be expected.
I don't disagree that people with 9-12 perfect Dragonites almost certainly cheated, however.
Well, l have 4 perfect IV pokemon and 3 of them l caught them in the wild. However, today l hatched a 2 Km egg (it looks like they are more easy to get now) and l got a perfect Exeggcute!
Maybe you're from the old-school like me and you don't spend real money in the game so that's one of the reasons why we don't get so many perfect pokemon so frequently but as l said l hatched a perfect one today which is also my favorite one so don't give up! Who knows maybe tomorrow you'll have a surprise :)

Hatched 321 eggs, one perfect Squirtle (evolution moves were disappointing)
Captured 8,278 mons. 3 perfect (Growlithe, Pidgey and Vulpix)
The Arcainine with FF/FB that evolved from above is my only really useful 100%er. He's my primary fire type attacker and I maxed him out. He burns down Exeggutors pretty efficiently.
I'm lv 24 and I have only 1 100% iv pokemon and it is a wild wurmple caught today. Just to be clear a 100% Mon not only has perfect appraisals but also has all 3 stats equal. I know several lv 40 players who still have not caught or hatched a single 100% Mon. I also use the calcy iv app to quickly screen iv's
