Should I power up legacy 39%IV Exeggutor/Confusion/SolarBeam

OK... I'm LV28.

My favorite attacking mon is my Legacy Exeggutor - maxed out at 2420CP,89%IV,Confusion-SolarBeam. This is my best attacker, chewing through Snorlax, Blissey, Vaporeon, and Rhydon. I'd love to clone it. I could use three of them for my average attack on a gym.

But it's legacy, so I'm not getting another one, but I do have a 39%IV, 1673CP Eggy with the same moveset. Should I power it up?

No, there's not enough difference between the old moveset and the current ones (for attacking) that justifies those IV's.

For defense it's a different matter, as any non-confusion moveset is ranked B for defense... still if it was 70+ you migth make a case, but 39 it's too low.
