Blissey ZH/P 1700 CP+ power up
She has 82 % and my question is should I power up it? I read that she doesn't have a bad defensive moveset.

I've been super lucky with my Chansey hatches. I can't hatch a Dratini for the life of me but every other 10km egg seems to be a Chansey. My current project is an 89% Blissey with ZH/P and I'm powering him up. Once he's back from the gym he is in I'm taking him to 2900+ with my extra candies.
Psychic comes quickly and can be tricky to dodge. Not as good as Dazzling Gleam but can still cause people some problems if they aren't used to dodging.
Power it up.
One thing to keep in mind with the move ratings is that they are a bit dependent on your gym meta. Besides being a three bar move that gets spammed a lot, Dazzling Gleam gets rated highly for being Super Effective against Dragonite and Tyranitar. If you're in a major metropolitan area, that may be important. In my area, effectiveness against Dragonite/Tyranitar is largely irrelevant.
Also, I think ZH/P gets knocked down a bit for being two moves of the same type. But Exeggutor is the only feasible attacker resisting both of those moves, and somebody packing a legacy Exegg with Confusion trying to dodge only charge attacks will have no problems avoiding DG/HB, but will have major issues avoiding Psychic.
For cp, ivs:
1 attack = 19 cp
1 defense = 6 cp
1 hp = 2/3 cp
For example, I have an 80% 15/15/6 (a/d/s). It's max cp will reach 3145. This blissey will sit lower in a gym compared to a 14/15/15 BUT WILL SIT HIGHER THAN A 13/15/15 (96%). Attack IV's are important for gym placement. When considering if you want to evolve, see what cp the blissey will be @ lv 39 (the max level). Also, the max cp a 100% blissey will have is 3173. Just something to keep in mind!
"Battles Won: X" where X is the number of battles won, indicates that there have been X number of times where a trainer on an opposing team tried to take down the gym, but their last pokemon was defeated by yours (blissey).
In other words, there has been one time so far where a person went to take down the gym and either was defeated by blissey once (or timed out once?)
Psychic might be better than Hyperbeam while it's not better than Dazzling Gleam in any realistic setting, it could be in an imaginary contest.
The problem with Sites and Move Ratings is that when you dodge you take 25% damage.
Some moves are harder to dodge than others. So every potential move needs to be calculated by "Dodge Chance". The problem is what is the Dodge Chance.
Dazzling Gleam is hard to compare but Hyper Beam is easy.
HB does 1501.25 = 187.5. I tend to give HB a 0% dodge failure chance. But for these purposes I am going to bump it up to 10% to reflect the person who tries to get too cute on firing, and/opposite wastes too much time firing. That means for me HB true power is .90 * .25 * 187.5 + .1187.5 = 60.93
Psyhic is only 100 power.
Just glancing at the number means if Psychic land's for full half the time, it's going to preform similiary to Hyperbeam landing for full 10% of time.
The issue becomes what "Dodge Chance" you want to assign various moves.
Hydropump, Rock, and Psyhic are among the harder to dodge moves. Hyperbeam is the easiest. EQ is also easy.
((For record I highly doubt that Psychic will outpreform DG. I'm just saying there is a mathematical combination of setting DG chance to land so low and psychics so high that it will))
