Is Seadra's max cp always 1979?

I got a perfect Horsea a while back and had enough candy to turn it into a Seadra. I finally maxed out its CP at 1385CP. After looking at some max xp lists on the web, I noticed that they say Seadra CP max is 1979CP. I can not power my Seadra anymore even though I have enough to do so. Do the skills make the difference?

Max pokemon level is your own level +1.5.
