keep it as a prize or evolve?

I have 4 mons 100iv, 3 of them are hatched and one caught. The one i caught is a nidoran i did evolve it he got crappy moves and given his low lvl 19 i dont see the point of powering up to the top eventhough id like to do it but no. The other 3 psyduck, ekans and bulbasaur i dont really know what to do with them maybe juice the psyduck to the top because i love this duck or just keep them as they are id appreciate your thoughts on this.
