What i have to do with this lapras?
She have Ice Shard/Pulse Dragon moveset and 80% iv just hatched from egg.
I get the 60 candy from the event (awesome xD)
Should i Do a Full power Up to level 30 to her? Or wait for another better?
I calculate she could get 2505 cp at lv 30
My Situation: I have another lapras 88% with best moveset level 30, i cant PWUP her cause my level. I never seen any Wild Lapras in my area.

Your other Lapras is already level 31.5 and you're trainer level 30? It takes a really long time to level at that point. If you REALLY are committed to it and need the strongest defenders possible, then save the candies and power up your other Lapras.
If it's to the point that it's taking you like a month to gain each level then I think it makes sense to power this one up. You're lucky she has Ice Shard - I think Dragon Pulse is fine for defense and everyone here underrates it. If she's defending then the attacker is likely choosing something that resists Ice (Arcanine or Slowbro for example) and thus not having STAB cancels out with not being resisted. This could still be a strong defending Lapras in my opinion - and she has good IV to go with it.
That is definitely with the "never saw a Lapras" comment though. Not sure where you got the other one (hatched as well?), but since you're basically saying you won't catch another I'd power it up. It'll be years before you find one with good CP and IV and moveset if you never get them in the wild.
Just stock this Lapras to counter Dragonites the way he are on gyms. Even it is a good pokemon, you have other better and no need to spend dust and candies on this one. Just my opinion. I have two Laprases like this and they are so usefull to kill defensive dragonites 2500+ without any power up. Only my third one comes with Ice Shard/ Blizzard so i powered him up till level 31.5.
It doesn't have Ice Shard, it has Frost Breath. 'Canto Helado' is the spanish translation of "Frosth Breath".
Besides, you can see the 15 damage in the image.
If he already has a 88% Lapras with the "best moveset" (wonder if its offensive or defensive) then he should save the candies for another one, or just to keep leveling up his other one.
I have a very similar Lapras and powered it up immediately...I personally feel unless you have a LOT of better higher tier defenders, I don't think it's as bad as others to power up probably any Lapras or Snorlax, etc...Maybe that's because I have so few I even want to power up currently. (low lvl).
High lvl/skilled players can take down any gym anyways if they wanted to and have the resources so the moveset doesn't really bother anyone who is decently leveled or had a team or know how to half dodge IMO.
I'm only lvl 22 and can take out anything I want already with my lowly mons...(assuming I wanted to waste the resources and time...)
Just cleared a lvl 8 solo of lvl 30+ mons with Lapras/Snorlax/Dragonite x2/Vap, etc...
Yes, it took all my pots though!
CP is king on defending and Lapras is closer to the top of the max CP charts.
