Get Blissey now or wait?
I hatched my second Chancey yesterday. She is marginally better than the one I already hatched
Months ago (I only caught 3 during Valentine's and they weren't worth keeping.)
I have just enough candy to evolve my first Blissey!
Would you evolve an 86.7 (11/14/14) or wait for a better one?

Despite the majority vote to evolve, I would wait for a better one (one with equivalent total ivs or slightly less, but with either 14 or 15 attack).
Check to see what cp that one will be at lv39 (max Pokémon level atm). Attack ivs plays huge role in blisseys cp. I could be wrong but I think I recall seeing that 1 iv ~= 19 cp.
For example, I have a Chansey with (I forget the distribution, but) 89% ivs. I have a Blissey with 80% ivs, 15/15/6. The 80% will hit 3145 fully maxed where as the one with a lower attack (the 89%) will hit 313X cp.
TL;DR: Check what cp it will be fully maxed and determine if thats a cp that will be usable when it's fully maxed. It is worth noting that the gym rework may make cp irrelevant, as it may eliminate placement by cp
