Power up Rhydon to be a defender?
I am starting to run out of high CP defenders. I am stingy with my dust (I have 1+ million). I only like to use it on defenders with the best defending moveset and 80+ IVs. I live in a water and grass dominated biome. I have two level 20 Rhydon's with 89% and 91% IVs that know mud slap and stone edge. Should I invest the dust in them?

Well not all have that luxury of only using top-tier defenders... I only have one Blissey, and am probably lucky to have 3 Snorlax in gyms, that leaves need for 6 more defenders....
In my water biome, the top of gyms are usually dominated be Gyarados, so a Rhydon that can separate 2 of those guys has a role in making the gym stronger.... plus the CP of Rhydon helps if a gym will be stagnant, to avoid being victim of shaving...
So yeah, Rhydon has a role as a Defender.
admire your self control to save 1 million. I would only invest in one of your rhydon's if you must. can always level the other up later if you want. Rhydon is hard to get defensive wins in a water grass area, if you're just looking for CP, a dragonite/snorlax with ok IV's a sub-optimal moveset would probably be more advantageous than a rhydon with a perfect movset. use a calculator (https://pokeassistant.com/main/ivcalculator) to calculate your best mon's CP at lvl 30 and see which ones are the highest and have best defensive against water and grass.
I believe diverse gyms are strong gyms because it forces people to choose which pokemon to use and change pokemon out, making them take unneeded hits. I have a maxed out Jolteon and Flareon, along with a couple high level Rhydons I stick in gyms. I think every gym can use one, but there isn't a point in throwing a 4th one in a gym. You also need to consider the gyms in your meta...My Jolteon would be at the bottom in some gyms.
