Is it worth the dust to power up highIV/GoodMoveset/LowLevel Vaporeons?
I have two WG/HP Vaporeons, one with 88%IV and one with 93%IV.
But, they are both only Level 4.
They've been sitting in my Pokemon storage unused since I was a very low level - results of my first Pidgey Spam.
Turning them into meh-quality prestigers at L15/1300CP would cost 22,000 dust each, and I'm not accustomed to spending dust on prestigers.
Decent attackers at L25/2200CP would cost 74,400 dust each. That's a lot of dust.
If I want to turn them into viable defenders that won't be churned out of local gyms quickly at L27/2400CP, it's 86,400 dust each.
I only have 102,000 dust right now. I also have plenty of vaporeons in the 1600-1800CP range, but with worse movesets and lower IVs. (I prefer HydroPump to AquaTail, and most have AquaTail. The two with HydroPump have 84%IV at L23 and 36%IVs at L25)
With how long that they've been there, I think I should make a decision to either power them up or send them to the Prof and free up the bag space.

i wouldn't bother with the 88% from that level the 93% depends on how much you want it. Dust costs up to level 20 aren't that bad anyway but starmee and omastar are more efficient attackers and in defense most of the hydropump vapereon defenders i come across don't get the chance to fire or fire once before solarbeam wastes them. In my area (regional) the best long term stratagy for defenders is to bleed the attackers of as many potions as possible and aquatail does that better.
i haven't really powered any up but they are alright to prestige with, I just think vapereon is overrated as an attacker. her main strength is health which makes her inefficient to prestige with you want something that hits hard but doesn't take pink or blue pots to heal. to be fair i got a 95% hydropump gyrados fairly early in the piece and all my early vapes got waterpump so never really needed one for high CP take downs.
Everything except Blissey and Snorlax suck in defence the best you can hope for is to either exhaust their options or wrong foot the attackers on a change out to score free hits. I live in a regional area dominated by valor and play mystic so potion efficiency is very important
If you play this way you do need to be able to dodge though.
2.8 k will get one hydro off against my confusion/solar exeggutor, at 2.8k i will almost have charged again. usually does for two high level vapereons if they are lined up.
also unless i get lagged I almost never miss dodging a hydropump but i do miss the odd aquatail it is definately superior in defence and as I said vapereon is a strong attacker but not an efficient one. (the only player >35 in my area is a spoofer and he only leaves blissey, snorlax, tyrrantar and dragonite as defenders)
This is absolutely correct. You are better off evolving multiple high level/high CP Eevees rather than powering up a low level one. 3x level 30 Vaporeons @30-50IV each beats a single 100% IV level 30 Vape.
My level 30, 48% WG/HP Vaporeon performs very well and I have an army of similar IV Eeveelutions and they take down gyms just fine.
I've caught hundreds of Eevees since July and none of them got 100% IV. I don't really know how so many people get a lot of perfect mons (maybe depends on region) but if I follow your idea I still wouldn't have one single maxed out eeveelution.
I managed to get a bunch between 80 and 90% and quite a few with 90+ but after 8 months of playing I couldn't wait for a potential 100% that may never come + desired evolution + ideal moveset. Vap is still a good attacker and a solid addition to a gym even if he's not "perfect".
Eevees used to be more uncommon at the beginning of the game. But after a certain update, don't remember which one, they spawn as frequently as Pidgeys. I actually have problem catching enough Pidgeys to do mass evolutions.
For gamers that live in cities, I wouldn't be surprised if you have caught 1000+ Eevees already. I'm sure 100IV Eevees are rare. So hope for good ones from egg hatches. Walk them eggs player!

Any Low Level, but high IV big 7 pokemon are worth powering up.
Eventually Vaperon's will be on the bottom of Gyms everywhere.
Already I come accross some Gyms were the bottom of 10 pokemon is 2800. And in bigger cities the number might be even higher. My Vaperon's are 2900+ so I can still use them in these gyms.
Considering you are lower level, and limited on dust, I might suggest a compromise. Throw 1 or so powerup at the 93% one, every couple days. When you are above 100k.
Keep 100k in case you get something that will be easier to max out like an Egg Hatched then Evolved Vaperon, Rhydon, Dragonite, etc.
Happens something similar.
I got a vape WG/HB 95% but is 800cp my best vape is WG/AT 97.8% 2500cp. Probably I'll never up that vape.. who knows I have 120k dust.
But I also got a 900cp 91% hecacross with the C/CC (excellent moveset) .. perhaps in some days I'll use dust on that pokemon since I don't have any fighting pokemon ... I really need to have 1 of each kind. I prefer that instead 500 vap even if that is one of the best pokemon in the game. Also heracross is pretty good too.
And regarding the prestiger. If you fight 2000CP pokes with 1000CP you win more prestige because your level is inferior?
I'd say that's dependant on your current situation!
Could you make good use of any of those options you present? - Is the alternative to bin them what about keeping them for breeding (when/if it appears)?
Will investing that dust give you payback? What else can you definitely spend it on? What better opportunities are likely to arise?
Personally I'm hoping Easter will see breeding released (seems like a fitting theme) however I'm not counting my (Easter) eggs before they hatch on that one! ;)
Don't send them to the prof.
Don't evolve them yet if you have other species with higher CP, best movesets for attack or defence (so only DT/X or Db/DC Daragonite, BodySlam or HyperBeam Snorlax, DT/HP Gya, Tyra or Blissey, maybe Rhydon).
If like me when I was under lvl 30, you don't have such. In that case my advice is to power them up, they are also general attackers, not only water specialists. And will serve you for a long time from now, long after you will have enough dust to power whatever Higher CP mon you like.
Why I advise you this way:
- Attack: since you are low level, for you is important to have a pokemon that deals a lot of damage before it faints, not to be fast (in your case fast/glass cannon = dead vs. a Blissey or even Snorlax). HP Vap is one of the best, among top 20 per move sets (first 6 are blisseys :) ), AT Vap is top 40. No pokemon with lover CP than Vap is above those and a lot with higher CP are after. With them you will be able to win battles even with effective damage from the defender and not effective from you (i.e vs Exeggutos with SoB)
- Defence - you need as high C Pas possible. Vap is 7th and you need to squize every CP from their IV. Power up both so when one is in gym you at least have the other.
And yes, along the way evolve every Eveee that is at you current lvl or above lvl 27 let's say (not a single lvl less if he is with IV less than 82 - amazing in Valor words :) ).
Keep in mind that Vaoes is the best value per investment. Period. And AT is on par with HP. IF you don't like it for attack be sure other will not like it on gyms :).
1300 is a little high for a prestiger. Power the higher IV one to about 1000-1100. Initial power-ups don't cost that much stardust.
I prefer a Vaporeon to Starmie or Omastar for prestiging, because of it's massive HP it can easily go through a couple Rhydons, Arcanine with twice the CP. With Starmie and Omastar you need perfect dodging.
If I were you I would power up the 84% IV lvl 23 WG/HP one...eevee is not rare but to get a high IV, lvl 27 plus that turns into a Vaporeon and on top of that gets HP is very rare. I waited a long time in hope to get lucky a get this scenario but then opted to power up a 84% one from lvl 22 three months ago. Since today I didn't get a Vaporeon with HP out of the high IV, high CP Eevees I evolved.
Here is my take: high iv Vaporeons are great for putting in gyms due to their high max cp. I don't know about your situation, but in my area a mon has to have at least 2,900 cp to not bottom out and get shaved off. Not many species can reach a cp that high, and Vaporeons with good IVs are valuable exactly because they can reach that point.
So, if I had those Vaporeons, I would max them out, because I still need more defenders with high cp. If you are in a similar situation, then go for it.

Never power them up to be prestigers though. Random Eevees with the right levels can do that job, they don't need to have high IVs.
At least for me, Eevees are too common to use much stardust on. The really good ones that are already high level...maybe a little dust. For example, a level 26 Vap with high IVs, maybe. But that's about it.
One thing - Vaps are only 12% female, so if you have a high IV female you probably want to keep it. Who knows what will happen with breeding.
Spend dust on an Eevee evolve? Haha are you kidding me?? Only 100% IV and "A" moveset would I spend dust on an Eevelution. They are just as common if not more than pidgeys. Look for high CP and/or level 30 Eevees to evolve regardless of IV.
Your question tells me you have a bad dust spending habit. Fix that man!
I downvoted you because you did not took into consideration info from OP, like the fact he is Round lvl 36, a lvl where you cannot have lots of stardust because low xp, low gym holding, low coins for stardust. You hust accused him of bad habits without trying to help with advices based on your supposition.

I have no idea what you are saying. If someone is level 36 they have low amount of dust? Low CP, low gym holding? What the hell are you talking about? I'm only level 34 and I got plenty of dust and holding 20+ gyms and collect on 10 every day. If someone is two levels higher than me and is dust poor thats because they aren't fiscally dust responsible so therefore its bad spending habits, especially if you're considering powering up an Eevee evolve. I gave him my opinion. I gave him advise. I tell it like it is. He can take my advise or not. In fact I really don't give a sh!t to be honest.
